HB 2078 removes statutory language amending the Constitution that exempts Proposition 301 revenues from the community college aggregate expenditure limitation.

 

History

Article 9, section 21, subsection (1) of the Arizona Constitution requires the Economic Estimates Commission to annually establish an aggregate expenditure limitation of local revenues for each community college district by May 1.  The aggregate expenditure limitation adjusts the 1979-1980 base level by student population and the cost of living.  The Constitution exempts some monies from the definition of local revenues, therefore making these monies exempt from the aggregate expenditure limitation.

 

Proposition 301, passed by the voters in November 2000, amended statute to exempt these monies from the constitutional aggregate expenditure limitation.  HB 2078 removes the statutory reference to the Arizona Constitution.

 

Provisions

·          Removes statutory language exempting community college district workforce development monies from the constitutional aggregate expenditure limitation.

·          Conditional upon approval from the voters at the next general election to exempt Proposition 301 revenues from the community college and school district aggregate expenditure limitations.
