HB 2062 increases the monthly amount a state employee may receive in the performance based incentives program for incentive performance compensation from $200 to $250.
HB 2062 passed the Retirement and Government Operations Committee unamended.
ARS §38-618 allows the Department of Administration and the Arizona Board of Regents to establish the performance based incentives program in order to encourage efficiency and effectiveness in state government and state universities. The performance based incentives program oversight committee oversees the program by establishing its guidelines, identifying incentives, coordinating participation and reviewing requests to participate. The guidelines for the program are set in accordance with the goals of participating agencies, universities and schools, which include cost reduction, productivity, improvement in quality and delivery of their services and products. The incentive for employees to reach theses goals is monetary bonuses. These monies are taken from vacancy savings, State General Fund appropriations, federal enhanced monies or other funds. Vacancy savings are the primary source of incentives and are monies saved or generated in personal services and employee related expenditures. (ARS § 35-174). Federal enhanced monies are monies received by certain agencies and universities for quality initiatives. None of the monies from vacancy savings or other fund sources for incentive performance compensation shall be added to an agency’s salary base.
Originally, this program was established as a pilot program, where the effectiveness of incentives raising work standards was studied. The pilot program used the accounts payable unit in the Department of Administration’s Management Services Division (MSD) to conduct their initial study. The pilot program used surveys to measure the effectiveness of the incentives program and found it to be relatively successful and well supported. Therefore, the optional performance incentives program was developed and, later, evolved into the performance based incentives program.
