HB 2054 eliminates state and federal agency aid monies from the computation of the state equalization assistance formula.

 

History

Federal Aid Deduction

State assistance to school districts and charter schools is based on student counts, with a formula that is provided in statute. Current law provides that state funding is reduced by the amount of federal or state agency monies that a school district or a charter school receive.

Rapid Decline Formula

Under current law, state funding for school districts that loose more than 5% of their student count in a given year is computed under a rapid decline formula that is provided in statue. The formula is intended to delay the fiscal losses that a school district would occur due to the rapid student loss. This formula for computing the rapid decline student count currently excludes students that transfer to a charter school.

 

Provisions

·          Eliminates the portions of A.R.S. Title 15 that reduce the amount of equalization formula funding that charter schools receive if they also receive federal or state agency monies.

·          Amends the rapid decline formula by eliminating the requirement that school districts reduce the student count each year by the number of pupils who transfer from the district’s schools to a charter school sponsored, operated by or operated for a school district.
