AN ACT
REPEALING SECTION 41-3002.20, ARIZONA REVISED STATUTES; AMENDING TITLE 41, CHAPTER 27, ARTICLE 2, ARIZONA REVISED STATUTES, BY ADDING SECTION 41-3007.10; AMENDING SECTION 41-3452, ARIZONA REVISED STATUTES; RELATING TO THE AUTOMOBILE THEFT AUTHORITY.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Repeal
Section 41-3002.20, Arizona Revised Statutes, is repealed.
Sec. 2. Title 41, chapter 27, article 2, Arizona Revised Statutes, is amended by adding section 41-3007.10, to read:
41-3007.10. Automobile theft authority; termination July 1, 2007
A. THE AUTOMOBILE THEFT AUTHORITY TERMINATES ON JULY 1, 2007.
B. TITLE 41, CHAPTER 31 IS REPEALED ON JANUARY 1, 2008.
Sec. 3. Section 41-3452, Arizona Revised Statutes, is amended to read:
41-3452. Automobile theft authority committee; members; duties
A. The automobile theft authority committee is established. The committee consists of the following members:
1. Three members of the senate who are appointed by the president of the senate,
who serve on the judiciary, transportation and financial institutions and retirement
committees, or their successor committees, and not more than two of whom represent the
same political party. If any member is no longer in office, the president of the senate
shall fill the vacancy.
2. Three members of the house of representatives who are appointed by the speaker
of the house of representatives, who serve on the judiciary, transportation and banking
and insurance committees, or their successor committees, and not more than two of whom
represent the same political party. If any member is no longer in office, the speaker of
the house of representatives shall fill the vacancy.
3. The governor or the governor's designee.
4. The director of the department of insurance or the director's designee.
B. The committee shall select a chairman.
C. The automobile theft authority committee shall review:
1. The automobile theft authority prevention programs and the effectiveness of the programs.
2. The automobile theft authority funding sources and the need for additional funding.
3. The impact of the automobile theft authority prevention programs on automobile theft rates.
4. The impact of the automobile theft authority prevention programs on motor vehicle insurance costs.
D. Committee members are not eligible to receive compensation or reimbursement of expenses for service on the automobile theft authority committee.
Sec. 4. Purpose
The purpose of the automobile theft authority is to provide assistance to law enforcement with funding and programs to reduce the incidence of automobile theft.
Sec. 5. Retroactivity
Sections 1 and 2 of this act are effective retroactively to July 1, 2002.
