A CONCURRENT RESOLUTION
ENACTING AND ORDERING THE SUBMISSION TO THE PEOPLE OF A MEASURE RELATING TO STATE OWNERSHIP AND OPERATION OF PHOENIX SKY HARBOR INTERNATIONAL AIRPORT.

Be it resolved by the House of Representatives of the State of Arizona, the Senate concurring:
1. Under the power of the referendum, as vested in the Legislature, the following measure, relating to the ownership and operation of Phoenix Sky Harbor International Airport, is enacted to become valid as a law if approved by the voters and on proclamation of the Governor:
AMENDING TITLE 28, CHAPTER 25, ARIZONA REVISED STATUTES, BY ADDING ARTICLE 9; RELATING TO PHOENIX SKY HARBOR INTERNATIONAL AIRPORT.
Be it enacted by the Legislature of the State of Arizona:
Section 1. Title 28, chapter 25, Arizona Revised Statutes, is amended by adding article 9, to read:
ARTICLE 9. PHOENIX SKY HARBOR INTERNATIONAL AIRPORT
28-8601. Phoenix sky harbor international airport; ownership; operation
A. OWNERSHIP OF PHOENIX SKY HARBOR INTERNATIONAL AIRPORT IS TRANSFERRED TO THE STATE.
B. THE DEPARTMENT SHALL OPERATE PHOENIX SKY HARBOR INTERNATIONAL AIRPORT. THE DIRECTOR SHALL ADOPT RULES TO IMPLEMENT THE OPERATION OF THE AIRPORT.
C. THE DIRECTOR MAY, IN ACCORDANCE WITH TITLE 41, CHAPTER 23, PREPARE AND ISSUE A PUBLIC REQUEST FOR PROPOSALS, INCLUDING A PROPOSED CONTRACT FORMAT, TO CONTRACT FOR THE OPERATION OF PHOENIX SKY HARBOR INTERNATIONAL AIRPORT.
2. The Secretary of State shall submit this proposition to the voters at the next general election as provided by article IV, part 1, section 1, Constitution of Arizona.
