Requests voter approval for
extending term lengths and term limits beginning with the 46th
Legislature as follows: State Senators up to three, four year terms and State
Representatives up to six, two year terms.
Proposition 107, based on an
initiative measure, was approved by the electors at the November 1992 general
election. This measure limited state
senators and state representatives to four consecutive two year terms. Last year, H.C.R. 2010 would have repealed
term limits; the measure did not receive a hearing in the Senate. According to the National Conference of
State Legislatures, 19 states have established term limits ranging from 12 year
limitations to six year limitations. In
addition, a number of states have attempted to repeal, establish and extend
their term limits.
This legislation has no
discernable impact to the state general fund.
1. Increases, beginning with the 46th Legislature in 2003, the terms of Arizona Senators from two to four years. Decreases, beginning with the 46th Legislature in 2003, the allowed number of consecutive terms of Arizona Senators from four to three.
2. Increases, beginning with the 46th Legislature in 2003, the allowed number of consecutive terms of Arizona Representatives from four to six.
3. Specifies that term limitations apply to terms of office that begin after January 1, 2003.
4. Provides application of the change in the number and duration of terms beginning with the 46th Legislature in 2003.
5. Requires the Secretary of State to submit this proposition to the voters at the next general election.
6. Makes a technical change.
