AS ENACTED

ARIZONA STATE SENATE

Phoenix, Arizona

FINAL REVISED

FACT SHEET FOR H.B. 2627

governmental mall commission; proxy vote

Purpose

An emergency measure that allows members of the Governmental Mall Commission to vote by proxy if they are more than 100 years old.  Modifies quorum requirements.

Background

The Governmental Mall Commission develops, maintains and amends a comprehensive long-range general plan for the development of the governmental mall area.  The Commission also encourages public agencies to enter into intergovernmental agreements or contracts. Furthermore, the Commission can review and approve or disapprove requests for permission to develop structures or sites or award construction contracts for new buildings or improvements within the governmental mall. Finally, the Commission reviews all planning activities within governmental mall boundaries and publishes an annual report on the issues brought before the Commission and its recommendations.

H.B. 2627 allows a member of the Commission to vote by proxy if the member is more than 100 years of age, and modifies quorum requirements.  The provisions found in H.B. 2627 are identical to those found in a strike everything amendment to S.B. 1334 that was adopted in the Government Committee.  H.B. 2627 was substituted for S.B. 1334 on third reading in the Senate.

There is no anticipated fiscal impact associated with this legislation.

Provisions

1.      Allows a member of the Governmental Mall Commission to vote by proxy, as determined by the appointing officer, or by other agreeable method to the member and the appointing officer, if the member is more than 100 years old.
