appropriation; Hopi radio broadcasting

 

Purpose

 

Appropriates $105,000 in FY 2001-2002 from the state general fund to the Department of Economic Security (DES) for distribution to the Hopi Foundation for expenses in connection with KUYI radio station.

 

Background

 

On December 20, 2000, the Hopi Tribe began broadcasting through KUYI, a noncommercial radio station.  The station seeks to create a sense of community within the Hopi Tribe through local programming, news and information, including job openings, health, school and tribal announcements.  According to representatives of KUYI, the expected outcomes and benefits of a Hopi radio station are preserving and supplementing the Hopi language and culture and strengthening pride and self-esteem among the Hope Tribe in hearing its language on the air on a Hopi owned and operated community radio station, which will create a stronger sense of community.

 

The Hopi Foundation is requesting funds for KUYI to launch the first two years of its operation as a radio station.  Representatives of KUYI indicate the funding would be used to address the following needs:  hiring of radio staff; completing the transfer from an analog system to a digital system; installation of safety networks to keep equipment secured and to prevent the equipment at the tower site from overheating; mileage support for volunteer staff; administrative support; and radio training for paid and unpaid staff.  H.B. 2567 appropriates $105,000 in FY 2001-2002 from the state general fund to DES for distribution to the Hopi Foundation for expenses in connection with KUYI radio station.

 

Provisions

 

1.      Appropriates $105,000 in FY 2001-2002 from the state general fund to DES for distribution to the Hopi Foundation for operating, personnel and equipment expenses of the KUYI radio station for community information, cultural heritage and emergency broadcasts.

 

2.      Exempts the appropriation from lapsing.

 

3.      Provides for a general effective date.
