Purpose
Adds alternative election dates to form or enlarge a joint technological education district until December 31, 2001. Establishes reporting requirements relating to student enrollment, adds expenditures for excess utility costs in the budget limit, and allows a joint board and a community college to enter into specified agreements.
Joint technological education districts (joint districts), established in 1990, offer specialized educational courses to prepare pupils with skills for occupation-specific programs that do not normally require a baccalaureate or advanced degree professionally. Joint districts work with several school districts serving pupils in grades nine through twelve. There are currently eight joint districts in Arizona.
School districts interested in participating in a joint district collaborate to form a plan for the establishment and operation of a joint district, which must be approved by individual governing school district boards, the State Board for Vocational and Technological Education, and school district voters at a general election.
There is no discernable fiscal impact to the state general fund associated with this bill.
1. Adds alternative election dates for forming or enlarging a joint district until December 31, 2001, and stipulates the following optional election dates:
a) The second Tuesday in March.
b) The third Tuesday in May.
c) The eighth Tuesday before the first Tuesday after the first Monday in November.
d) The first Tuesday after the first Monday in November.
2. Stipulates that after December 31, 2001 an election to form or to enlarge a joint district is required to be held on the first Tuesday after the first Monday in November.
3. Requires the superintendent of each joint district operating during the 2000-2001 school year to submit a report regarding joint student enrollment to the JLBC by September 1, 2001.
4. Specifies the information to be contained in the joint student enrollment report.
5. Adds expenditures for excess utility costs in the general budget limit for a joint technological education district.
6. Allows a joint technological education district governing board and a community college district to enter into agreements relating to administrative, operational, and educational services and facilities.
7. Provides for a general effective date.

1. Changes the report date on joint student enrollment from July 1, 2001 to September 1, 2007.
2. Adds expenditures for excess utility costs in the general budget limit for a joint technological education district.
3. Allows a joint technological education district governing board and a community college district to enter into agreements relating to administrative, operational, and educational services and facilities.
4. Passed without the emergency clause as the measure was adopted without the required 2/3rds vote.
