Purpose

 

Changes the deadline for submitting municipal and county referendum and initiative arguments from 60 days to 90 days before the election.

 

Background

 

Presently, municipal and county election pamphlets must be distributed to every registered voter at least ten days prior to the election.  This legislation would require arguments be submitted 30 days earlier than is presently required.

 

This legislation has no direct impact on the state general fund.

 

Provisions

 

1.      Requires bond election informational pamphlets to contain information on the arguments for and against the authorization of one or more of the bond propositions.

 

2.      Changes the deadline for submitting municipal and county referendum and initiative arguments from 60 days to 90 days before the election.

 

3.      Requires election officials, when municipal and county election pamphlets that are not mailed prior to the earliest date that voters receive early ballots (approximately 28 days prior to the election), to include a notice with the early ballots that states when the pamphlets will be mailed and where and when the pamphlets may be otherwise accessed or viewed.  Retains current deadline that pamphlets must be distributed to voters no less than 10 days before the election.

 

4.      Makes technical changes.
