FACT SHEET FOR H.B. 2380

 

special education integration pilot program

 

Purpose

 

Requires the Department of Education to develop a pilot program for the integration of special education services by January 1, 2002.

 

Background

 

            The Joint Legislative Committee on Special Education and Regulations published a report in December 2000 that recommended the establishment of a special education services integration fund with school districts applying for grants from the Department of Education.  The Committee’s recommendations also included the establishment of a pilot program to assist school districts in paying for special education services by integrating the services at the local level.  H.B. 2380 addresses the Committee’s recommendations and establishes a pilot program to streamline, expedite, and coordinate special education services.

 

            The fiscal impact to the state general fund associated with this bill is unknown at this time.

 

Provisions

 

1.      Requires the Department of Education to develop a pilot program in collaboration with the Department of Economic Security, Department of Health Services Administrative Office of the Courts and Department of Juvenile Corrections for the integration of special education services in five school districts by January 1, 2002.

 

2.      Requires that at least one of the five school districts involved in the special education integration pilot program is located in a county with a population of less than 100,000 persons.

 

3.      Specifies the purpose of the pilot program is to streamline, expedite and coordinate special education services through integration at the local level.

 

4.      Requires the Department of Education to submit a report by December 1, 2001 summarizing the results of the pilot program and recommendations for proposed legislation to the Governor and the Legislature.

 

5.      Provides for a general effective date.
