school districts; information; military recruiting

 

Purpose

 

                Requires school district governing boards to provide directory information relating to pupils and to provide access to school property for recruiters of the state militia and United States Armed Services, if persons who inform students of educational or occupational opportunities are granted these services by the school district governing board.

 

Background

 

            The Legislature adopted legislation in 1982 allowing military recruiters access to student directory information (Laws 1982, Chapter 178). Directory information as defined in federal statutes includes an individual’s name, address, telephone number, date and place of birth, major field of study, participation in officially recognized activities and sports, weight and height of members of athletic teams, dates of attendance, degrees and awards received, and the most recent school attended (20 United States Code 1232g).

 

            The provisions contained in this legislation were repealed from statute in 1996 (Laws 1996, Chapter 284).  H.B. 2332 reenacts this legislation, allowing the Armed Services access to directory information for recruiting purposes.

 

Provisions

 

1.      Requires school district governing boards to provide directory information relating to pupils and to provide access to school property for recruiters of the state militia and United States Armed Services if persons who inform students of educational or occupational opportunities are granted these services by the school district governing board.

 

2.      Prohibits school districts from releasing information that violates the federal Family Educational and Privacy Rights Act of 1974.

 

3.      Provides for a general effective date.
