Purpose

 

            Allows the State Board of Directors for Community Colleges to fix and collect fees for the issuance and renewal of certificates for academic and occupational instructional staff.

 

Background

 

            Current law authorizes the State Board of Directors for Community Colleges (Board) to permit and arrange for the certification of community college instructors in the fields of business, the professions and the arts.  In addition, the Board establishes qualifications of instructional staff and standards for vocational and technological competence for the instruction of occupational and academic subjects.

 

            While the Board has specific statutory authority to fix and collect fees for issuing and renewing certificates for instructors in the fields of business, the professions and the arts, current law does not specifically authorize this process for instructional staff of academic and occupational subjects.  Since the Board has, for a number of years, administered the fixation and collection of fees for issuing and renewing certificates for academic and occupational instructional staff, H.B. 2316 specifically includes this provision in statute.

 

            There is no discernable fiscal impact to the state general fund associated with this bill.

 

Provisions

 

1.      Allows the State Board of Directors for Community Colleges to fix and collect fees for the issuance and renewal of certificates for academic and occupational instructional staff.

 

2.      Provides for a general effective date.
