Codifies current fees
prescribed by the Structural Pest Control Commission in its administrative
rules.
The Structural Pest Control Commission (SPCC), established in 1988, serves to protect the public health and safety by regulating the storage, use and application of pesticides and devices used in controlling pests. In addition, the SPCC provides public protection through standards of qualification for individuals and companies seeking to perform structural pest control work. The SPCC employs 8,000 persons, licenses 1,200 businesses and certifies 6,500 applicators.
According to Arizona law, all fees charged and received by the SPCC must be expressly authorized by statute (A.R.S. 41-1008). The SPCC currently charges and collects fees for services which include initial and renewal business license fees, employee registration and qualifying party examination.
In addition, the SPCC currently charges and collects other fees outlined in the agency’s administrative rules. These fees include qualifying party status change, examination retake, broadening of scope, inactive renewal, certification application and examination, certification annual renewal, apprentice employee registration and duplicate identification card. H.B. 2241 codifies these fees prescribed by the SPCC in rule.
The fiscal impact to the state general fund associated with this measure is unknown at this time. A fiscal note has been requested from the Joint Legislative Budget Committee.
Provisions
1. Codifies in statute various fees prescribed by the SPCC in rule.
2. Corrects a statutory reference with respect to the collection of service fees.
3. Provides for a general effective date.
