Purpose
Appropriates $750,000 in FY 2001-2002 from the state general fund to the Arizona State Library, Archives and Public Records for workshops and training, museum product design, planning grants and staff positions.
Arizona State Library, Archives and Public Records (ASLAPR) provides a general and legal reference guide, a records management and archives program, a state and federal government documents depository program, library development services, museums for educational purposes and materials for persons who are visually or physically unable to use traditional print materials.
According to the Museum Association of Arizona, museums make a significant contribution to the state’s economy. A 1997 study by the Arizona Humanities Council demonstrated that cultural heritage tourists spend nearly three times as much time in the state as typical tourists, and spend considerably more money. In addition, through programs such as the Economic Development Information Centers (EDIC), Arizona libraries are able to offer businesses information on everything from local economic trends to national conditions, demographics and programs in support of business. According to the Arizona Humanities Council, through an investment in training and product development, more can be accomplished to enhance Arizona’s economy and quality of life.
H.B. 2206 appropriates $750,000 from the state general fund in FY 2001-2002 to ASLAPR and requires the monies be allocated for the specified uses in an effort to protect Arizona’s museums so that they will help expand Arizona’s economy. H.B. 2206 provides that ASLAPR and the Arizona Humanities Council will provide the training and resources to enable more libraries and museums to participate in this economic development initiative.
1. Appropriates $750,000 in FY 2001-2002 from the state general fund to ASLAPR to be used as established by the Director of ASLAPR, in cooperation with the Arizona Humanities Council, for the following purposes:
· $150,000 to fund three separate workshops devoted to staff development in cultural heritage tourism. Sets forth the focus of each workshop.
· $550,000 for museum product design and development of educational cultural tourism heritage, including up to $5,000 for planning grants, $10,000 to $500,00 for general grants and $100,000 for one capstone grant.
· $50,000 for administrative expenses, including one staff position each for ASLAPR and the Arizona Humanities Council.
2. Exempts the appropriation from lapsing.
3. Contains a legislative intent clause.
4. Provides for a general effective date.
