Purpose

 

Allows a school district to apply to the Department of Education to further adjust the average daily membership of the school district for absences related to threats of violence against school property, school personnel or students for any period of one day or more.

 

Background

 

            Arizona law allows school districts to adjust their average daily membership (ADM) when the actual student attendance differs from the ADM submitted to the Department of Education for the first 100th or 200th day in session.  School districts may additionally apply for further adjustments in ADM if school attendance is affected for three or more consecutive days due to widespread illness, adverse weather conditions or a concerted refusal by students to attend classes (A.R.S. 15-902). 

 

H.B. 2253 adds that school districts may apply for an adjustment in the ADM if attendance is affected for one or more days due to threats of violence against school property, school personnel or students.  For example, violent threats such as bomb scares are often made days in advance and parents are notified of the situation.  As a result, students are kept at home for safety purposes and do not attend classes.  This bill expands the ability for school districts to adjust the ADM and related funding to address absences as a result of threats of violence in schools.

           

There is a potential indiscernable impact to the state general fund associated with this legislation.  The impact is due to the potential increase in basic state aid, should a school district request and be granted an adjustment to its ADM as allowed under the legislation.

 

Provisions

 

1.      Allows school districts to apply to the Department of Education to further adjust the average daily membership of the school district for absences related to threats of violence against school property, school personnel or students for any period of one day or more.

 

2.      Contains technical and conforming changes.
