Purpose
Expands the definition of
regulated chemical to include precursors of gamma hydroxy butyrate (GHB), including
gamma butyrolactone (GBL).
GHB is illegal to possess,
sell, transfer, use or manufacture under current law due to its classification
as a dangerous drug. GHB is commonly
referred to as a “date rape” drug. The
main chemical used to manufacture GHB is GBL, which becomes GHB when ingested
and therefore has the same effects on the body. GBL and its chemical variants are currently legal chemicals and
are used in products including floor strippers, degreasers and other
products.
Statute defines a regulated
chemical to include specified substances in bulk form that are not a useful
part of an otherwise lawful product.
For example, iodine is classified as a regulated chemical because it has
lawful purposes, yet it is also used to manufacture methamphetamine.
H.B. 2087 classifies GBL and
other GHB precursors as regulated chemicals.
Any fiscal impact to the
state general fund is unknown at this time.
