Purpose
Repeals the Joint Legislative Military Airport Reuse Committee. Removes requirements that the Joint Powers Airport Authority and the Department of Commerce (DOC) submit annual written reports to the Joint Legislative Military Airport Reuse Committee.
Background
In 1992, the Arizona Legislature established the Military Reuse Zone Program to lessen the impact of military base closures. The program provides economic incentives for aviation and aerospace businesses that create new jobs and make capital investments within a designated military reuse zone in Arizona.
The purpose of the Military
Airport Reuse Committee is to review the annual reports for each military reuse
zone submitted by the Joint Powers Airport Authority and DOC. The Committee then makes recommendations to
the Legislature, the Governor, local authorities and the board of directors of
the authority to assist in the reuse of closed military facilities in this
state. The Committee met in December
1999 and decided to recommend their sunset to the Legislature. In 2000, H.B. 2208 was introduced to repeal
the Committee. It passed in the House,
but was not heard in the Senate.
There
is no fiscal impact to the state general fund associated with this legislation.
Provisions
1. Removes requirements that the Joint Powers Airport Authority and DOC submit annual written reports to the Joint Legislative Military Airport Reuse Committee.
2. Repeals the Joint Legislative Military Airport Reuse Committee.
3. Prohibits two or more cities, towns, Indian tribes and counties from establishing a Joint Powers Airport Authority for military facilities closed before 1990.
4. Provides for a general effective date.
