maintenance and operations task force

 

Purpose

 

Creates a task force to study the state’s public and charter school maintenance and operations funding system.  Appropriates $75,000 in FY 2001-2002 from the state general fund to the legislative council for contracting with an entity to assist the task force in conducting the study.

 

Background

 

The Department of Education annually receives financial information from all school districts and charter schools including maintenance and operations (M&O) expenditures.  The financial data summary for M&O includes expenses for administration, instruction, instruction support and operations for regular programs, special programs, pupil transportation, desegregation, overrides and dropout prevention.  This information is published each year by the Department of Education in the Annual Report of the Arizona Superintendent of Public Instruction. 

 

H.B. 2029 appropriates $75,000 in FY 2001-2002 from the state general fund to the legislative council for contracting with an entity to assist the task force in conducting a maintenance and operations study of the state’s public schools.

 

Provisions

 

1.      Establishes an 18-member task force to conduct a study of the state’s public and charter school maintenance and operations (M&O) funding system.

 

2.      Requires the task force to conduct a study, soliciting public input, and to include the following components:

 

1.      a review of the current system;

2.      a review of the history and intent of the current formulas and weights;

3.      a review of the small school district budget exemption and growth-buffering formulas;

4.      a review of M&O funding mechanisms in other states;

5.      and a consideration of technology’s role in the efficiency of the current funding system.

 

3.      Requires the task force to submit a report by July 1, 2003 to the Governor and the Legislature containing the study results.

 

4.      Allows the task force to use the services and expertise of the staff of the Department of Education and the Legislature and any public or private entity.

 

5.      Appropriates $75,000 in FY 2001-2002 from the state general fund to the legislative council for contracting with an entity to assist the task force in conducting the M&O study of the state’s public schools.

 

6.      Repeals the task force on September 15, 2003.

 

7.      Provides for a general effective date.
