Submits for voter approval the establishment of two, four year term limits for state senators and state representatives.
Proposition 107, based on an initiative measure, was approved by the electors at the November 1992 general election. This measure limited state senators and state representatives to four consecutive two year terms. Last year, H.C.R. 2010 would have repealed term limits; the measure did not receive a hearing in the Senate. According to the National Conference of State Legislatures, 19 states have established term limits ranging from 12 year limitations to six year limitations. In addition, a number of states have attempted to repeal, establish and extend their term limits.
This legislation has no fiscal impact to the state general fund.
1. Establishes, beginning with the 46th Legislature (2003), a two, four year legislative term limit for senators and representatives.
2. Limits legislators serving in a house of the legislature for more than one term to one additional four year term.
3. Limits legislators serving one term in a house of the legislature to two additional four year terms.
