appropriation; Navajo senior centers

Purpose

 

Appropriates $1 million in each of FY 2001-2002 and FY 2002-2003 from the state general fund to the Department of Economic Security (DES) to be combined with $2 million from the Navajo Nation for capital costs associated with senior center facilities for Navajo Nation chapters.

 

Background

 

The Navajo Nation is comprised of 110 chapters, 61 of which are located in Arizona.  According to the Navajo Area Agency on Aging, 48 chapters currently have senior centers.  In some chapters, a senior center is located inside of the chapter house.  In other chapters, a senior center may be a separate building located near the chapter house.

 

The Legislature approved an appropriation of $350,000 in FY 1998-1999 for construction of senior centers at Birdsprings, Fort Defiance, Dilcon, St. Michael’s and Chinle, a parking lot at Chinle, a hogan at Lukachukai and a multipurpose building at White Cone.  During the 2000 legislative session, the Governor signed legislation appropriating $50,000 from the state general fund to DES for the Navajo Nation to repair and construct senior centers.

 

S.B. 1538 appropriates $1 million in each of  FY 2001-2002 and FY 2002-2003 from the state general fund to DES to be combined with $2 million from the Navajo Nation for planning, designing, developing and constructing senior center facilities for Navajo Nation chapters.  Additionally, S.B. 1538 requires the Navajo Nation to develop a plan for the equitable use of the monies to address the needs of up to half of the chapters in FY 2001-2002 and the remaining chapters in FY 2002-2003.

 

Provisions

 

1.      Appropriates $1 million in each of  FY 2001-2002 and FY 2002-2003 from the state general fund to DES to be combined with $2 million from the Navajo Nation for planning, designing, developing and constructing senior center facilities for Navajo Nation chapters.

 

2.      Requires the Navajo Nation to develop a plan for the equitable use of the monies to address the needs of no more than half of the chapters in FY 2001-2002 and the remaining chapters in FY 2002-2003.

 

 

 

 

3.      Specifies that the appropriated monies may not be used for administrative costs.

 

4.      Exempts the appropriation from lapsing, except any monies that are unexpended and unencumbered on June 30, 2004 revert to the state general fund.

 

5.      Provides for a general effective date.

 

Amendments Adopted in Appropriations Committee

 

1.      Changes the state general fund appropriation from $4 million in FY 2001-2002 to $1 million in each of FY 2001-2002 and FY 2002-2003.

 

2.      Changes the Navajo Nation contribution from $2 million to $1 million.

 

3.      Requires any monies that are unexpended and unencumbered on June 30, 2004 revert to the state general fund.

 

Amendments Adopted in Committee of the Whole

 

      Maintains the Navajo Nation contribution at $2 million.
