Appropriates $250,000 in FY
2001-2002 from the state general fund to the Arizona Department of Emergency
and Military Affairs (DEMA) for a dormitory and an operational support building
at the Project Challenge campus.
Project Challenge is a quasi-military school for high school students who have failed to achieve in a traditional school setting operated by the Arizona National Guard. The program equips youth with life skills and offers classes to fulfill requirements for the General Equivalency Diploma. The curriculum consists of a 5-month residential phase and a 12-month postresidential phase. Project Challenge’s lease with ASU East expired on July 1, 2000. Laws 1999, Chapter 5, First Special Session triggered $1,920,000 for FY 1999-2000 from the state general fund to Project Challenge to relocate and construct facilities. Project Challenge has identified a nearby site for relocation, but it would require construction of dormitories and an administration building. Project Challenge proposes to relocate and construct three buildings on five acres of land currently owned by the Arizona Boys Ranch that Project Challenge will buy. Last year, S.B. 1233 appropriated $100,000 in FY 2000-2001 from the state general fund to DEMA for capital costs associated with relocating the physical facilities of Project Challenge.

2. Reverts the appropriation on June 30, 2004.
