Purpose:
Requires the State Board of
Education rules to allow a general equivalency diploma (GED) to be substituted
for a high school diploma in the certification of emergency substitute
teachers.
Background:
The State Board of Education
rules require that emergency substitute teachers may be certified if the
recipient holds at least a high school diploma. Individuals who are interested in obtaining an emergency
certificate for substitute teaching may be denied an emergency substitute
certificate by the State Board of Education if the individual holds a GED
instead of a high school diploma, pursuant to State Board of Education
rules.
S.B. 1343 requires the State
Board of Education rules to allow recipients being considered for emergency
substitute teacher certification to substitute a GED for a high school diploma.
There is no fiscal impact to
the state general fund associated with this bill.
Provisions:
1. Requires the State Board of Education rules to allow a general equivalency diploma to be substituted for a high school diploma in the certification of emergency substitute teachers.
2. Provides for a general effective date.
Amendments
Adopted by Education Committee
1. Specifies that the State Board of Education rules allow a GED to substitute for a high school diploma in the certification of emergency substitute teachers.
2. Removes the language allowing the GED substitution if the recipient of the GED has also obtained one of the following: an associate degree, a baccalaureate degree, a masters degree, or a doctoral degree.
