Purpose:
Requires the State Board of
Education rules to allow a general equivalency diploma (GED) to be substituted
for a high school diploma if the certification recipient of the GED has also
obtained one of the following: an
associate degree, a baccalaureate degree, a master’s degree, or a doctoral
degree.
Background:
The State Board of Education
rules require that teachers may be certified if the recipient holds at least a
baccalaureate degree. Additionally, the
State Board of Education rules require that emergency substitute teachers may
be certified if the recipient holds at least a high school diploma. Individuals who are interested in obtaining
an emergency certificate for substitute teaching may be denied an emergency
substitute certificate by the State Board of Education if the individual holds
a GED instead of a high school diploma, pursuant to State Board of Education
rules.
S.B. 1343 requires the State
Board of Education rules to include that recipients being considered for
certification may substitute a GED for a high school diploma, as long as the
recipient has also obtained an associate degree, a baccalaureate degree, a
master’s degree or a doctoral degree.
There is no fiscal impact to
the state general fund associated with this bill.
Provisions:
1. Requires the State Board of Education rules to allow that a GED be substituted for a high school diploma if the recipient of the GED has also obtained one of the following: an associate degree, a baccalaureate degree, a master’s degree, or a doctoral degree.
2. Provides for a general effective date.
