DATE:             February 15, 2001

SUBJECT:       Strike Everything Amendment to S.B. 1334

Purpose

Allows members of the Governmental Mall Commission to vote by proxy if they are more than 100 years old, and modifies quorum requirements.

Background

The Governmental Mall Commission develops, maintains and amends a comprehensive long-range general plan for the development of the governmental mall area.  The Commission also encourages public agencies to enter into intergovernmental agreements or contracts. Furthermore, the Commission can review and approve or disapprove requests for permission to develop structures or sites or award construction contracts for new buildings or improvements within the governmental mall. Finally, the Commission reviews all planning activities within governmental mall boundaries and publishes an annual report on the issues brought before the Commission and its recommendations.

The strike everything amendment to S.B. 1334 allows a member of the Commission to vote by proxy if the member is more than 100 years of age, and modifies quorum requirements.

There is no anticipated fiscal impact associated with this amendment.

Provisions

1.      Allows a member of the Governmental Mall Commission to vote by proxy, as determined by the appointing officer, or by other agreeable method to the member and the appointing officer, if the member is more than 100 years old.

2.      Allows five members to constitute a quorum if a member of the Commission is more than 100 years old.

3.      Contains an emergency clause.
