SUBJECT:       Strike Everything Amendment to S.B. 1328

                                                                                                                                                           

           

 

Purpose

 

            Appropriates, over the biennium, $500,000 from the state general fund to the Office of Tourism for renovation and capital improvements to the former Phoenix Indian School in order to establish a Native American Cultural and Tourism Center.

 

Background

 

            As part of the Steele Indian School Park, the Arizona American Indian Tourism Association (AAITA) won a bid from the City of Phoenix to renovate the dining hall of the former Phoenix Indian School to establish the Native American Cultural and Tourism Center.

 

            According to AAITA, the Center will be located in the 14,250 square foot dining hall and will offer revolving exhibits and audio visual presentations interpreting Native American history, culture and contemporary society.  Additionally, there will be guided tours and lectures, traditional dances on weekends and Indian arts and crafts. The City of Phoenix will assume costs for stabilizing the structure and restoring the original finish.  AAITA has assumed financial responsibility for renovating the interior of the building and managing the cultural center.  The City of Phoenix Parks and Recreation Department will maintain all exterior improvements.

 

            The strike everything amendment to S.B. 1328 appropriates $500,000 over the biennium from the state general fund to assist AAITA with renovation costs.

 

Provisions

 

1.      Appropriates $500,000 from the state general fund to the Office of Tourism for renovation and capital improvements to the former Phoenix Indian School in order to establish a Native American Cultural and Tourism Center.  As amended by the Government Committee, appropriates the funds in FY 2001-2002.  As amended by the Appropriations Committee, $250,000 is appropriated in each of FY 2001-2002 and FY 2002-2003.

 

2.      Allows for up to ten percent of the appropriated monies to be used for oversight and administrative costs.

 

3.      Exempts the appropriation from lapsing, except that monies that are unexpended and unencumbered on June 30, 2005 revert to the state general fund.

 

4.      Provides for a general effective date.

            Adopts a strike everything amendment appropriating $250,000 in each of FY 2001-2002 and 2002-2003 from the state general fund to the Office of Tourism.  Unencumbered and unexpended monies revert on June 30, 2005.
