Purpose
Appropriates
$1,082,500 from the medically needy account of the tobacco tax and health care
fund in FY 2001-2002 to the Board of Regents to support the delivery of nursing
care services and professional nursing education through the state’s
telemedicine network.
Background
The
Colleges of Nursing at Arizona State University, Northern Arizona University
and the University of Arizona have worked collaboratively on a proposal to
expand the Arizona Rural Telemedicine Network (ARTN) to support a statewide
network for nursing care delivery and nursing education. The ARTN is the telecommunications
infrastructure supporting the operation of the Arizona telemedicine program
(ATP).
The purpose of the ARTN
expansion is to support the capability of each university to enhance its
nursing programs by providing video conferencing based interactions with
students serving both rural and urban clinical sites. The goals of the nursing-telemedicine project are to (a) provide
nursing care delivery; (b) provide clinical sites and expert nursing practice
models; (c) extend ATP’s network for the delivery of nursing care services
statewide; and (d) increase collaboration between the nursing programs at state
universities.
During the first phase of
the project, a central site will be established at each campus that will be
connected to the ARTN. Each central
site will interact with one or more satellite sites, some of which may be
clinical sites already connected to the telemedicine program.

1318 implements this nursing telemedicine project proposal by appropriating
$1,082,500 from the medically needy account in FY 2001-2002 to the Board of
Regents to support the delivery of nursing care services and professional
nursing education in Arizona.
Provisions
1. Appropriates $1,082,500 from the medically needy account of the tobacco tax and health care fund to the Board of Regents to support the delivery of nursing care services and professional nursing education in Arizona through the rural telemedicine network and the nursing programs at the state’s universities as follows:

to the nursing program at Arizona State University.

$281,500
to the nursing program at the University of Arizona.
·
$277,500
to the nursing program at Northern Arizona University.
·
$245,000
to the telemedicine program at the University of Arizona.
2. Provides for a general effective date.
