appropriations; adult protective services

 

Purpose

 

            Appropriates approximately $2.2 million in FY 2001-2002 and $2.3 million in FY 2002-2003 to the Department of Economic Security (DES) from the state general fund for Adult Protective Services (APS) central intake and maintenance of the investigation rate.

 

Background

 

According to DES, APS exists to investigate allegations of abuse, neglect or exploitation of incapacitated or vulnerable adults, and to offer appropriate services.  In 1997, the central intake system of elderly abuse reports was established. In 1998, APS was required to expand its central intake hotline to 24 hours, 7days per week.

 

 According to DES there were 10,106 reports filed in FY 2000, of which approximately 80 percent  were investigated.

 

This legislation appropriates approximately $2.2 million from the state general fund in FY 2001-2002 and appropriates approximately $2.3 million from the state general fund in FY 2002-2003 to DES to increase the investigation rate from 80 percent to 100 percent.

 

Provisions

 

1.      Appropriates approximately $2.2 million in FY 2001-2002 and $2.3 million in FY 2002-2003 from the state general fund to DES for APS central intake and maintenance of the investigation rate. Exempts the appropriation from lapsing.

 

2.      Provides for a general effective date.
