government employee health insurance

 

Purpose

 

            Increases the statutory expenditure limits on state health and accident insurance coverage from $215 to $500 per employee with individual coverage and from $460 to $1,200 per employee with family coverage.

 

Background

 

            The Department of Administration (DOA) is charged with expending  monies appropriated for health and accident coverage for full-time state officers and employees.  Expenditure of these funds is capped by statute.  If the dollar amount spent exceeds the amount in statute, then DOA is in violation of statute.

 

            This legislation increases the current caps with new statutory expenditure limits based on initial estimates provided by DOA.

 

Provisions

 

1.      Increases the statutory expenditure limits on state health and accident insurance coverage from $215 to $500 per employee with individual coverage and from $460 to $1,200 per employee with family coverage.                                                                                                                                                                                                                

 

2.      Removes existing expenditure limits.

 

3.      Provides for a general effective date.
