FACT SHEET FOR S.B. 1286

 

government employee health insurance

 

Purpose

 

            Provides unspecified public money expenditure limits for the provision of health and accident coverage for state officers and employees.  Removes existing limits.

 

Background

 

            The Department of Administration (DOA) is charged with expending  monies appropriated for health and accident coverage for full-time state officers and employees.  Expenditure of these funds is capped by statute (38-651).  If the dollar amount spent exceeds the amount in statute, then DOA is in violation of statute.  DOA is currently in the process of renegotiating health insurance contracts with providers.  New costs estimates are in the process of being calculated, but final numbers have not been determined. S.B. 1286 replaces the existing caps with unspecified caps. The blanks will be filled in as numbers become available.

 

            The fiscal impact of S.B. 1286 is currently undetermined.  DOA expects to have an impact available within the next few weeks.

 

Provisions

 

1.      Provides blank monthly public money expenditure limits for the provision of state health and accident insurance coverage.

 

2.      Removes existing expenditure limits.

 

3.      Provides for a general effective date.
