dangerous crimes against
children; drugs
Purpose
Classifies administration of
flunitrazepam, gamma hydroxy butrate (GHB) or ketamine hydrochloride to a person
under 18 years of age as a dangerous crime against children.
Background
Flunitrazepam, also known as
Rohypnol, is a drug similar to Valium but ten times stronger. GHB comes in a liquid form and acts as a
depressant. Ketamine hydrochloride is a
general anesthetic for human and veterinary use. All three of these drugs are used as “date rape” drugs.
Current statute does not
specifically address administering date rape drugs to children.
The fiscal impact of S.B.
1284 upon the state general fund is unknown at this time.
Provisions
1. Includes the administration of flunitrazepam, GHB or ketamine hydrochloride to a person under 18 years of age as a dangerous crime against children.
2. Defines this crime as a class 2 felony.
3. Makes technical and conforming changes.
4. Provides for a general effective date.
