education master plan
Purpose
Appropriates $500,000 in
each of FY 2001-2002 and FY 2002-2003 from the state general fund to the
Commission for Postsecondary Education for the development of an education
master plan.
Background
The
76th Arizona Town Hall convened in Prescott during May of 2000 to
discuss issues aimed at improving educational institutions throughout the
state. The Town Hall set forth recommendations, including that the State Board
of Education, the State Board for Community Colleges and the Arizona Board of
Regents collaborate to provide a master plan integrating the delivery and
funding for education in Arizona.
On January 4, 2001, the
Arizona Education Conference Committee discussed the Arizona Town Hall
recommendation to develop a three-body governance system and resolved that
proper funding would be necessary to establish such a system. S.B. 1280
allocates resources for the development of an education master plan for Arizona
over the next two years.
S.B. 1280 appropriates
$500,000 in each of fiscal years 2001-2002 and 2002-2003 from the state general
fund to the Commission for Postsecondary Education for purposes relating to the
development of an education master plan.
Provisions
1. Requires the State Board of Education, the Arizona Board of Regents and the State Board of Directors for Community Colleges to jointly develop an education master plan and annual report by December 1 of 2001 and 2002.
2. Requires recommendations related to the following items to be included in the annual report: (a) integration of the delivery of education services, (b) funding of education services and (c) governance of education services.
3. Requires the annual report be distributed to the Governor, the Legislature and Chairpersons of the Senate and House Education Committees.
4. Appropriates $500,000 in each of FY 2001-2002 and FY 2002-2003 from the state general fund to the to the Commission for Postsecondary Education to be used for reimbursement of costs incurred by the development of the master plan. Exempts the appropriation from lapsing.
5. Repeals provisions related to the development of the education master plan after July 1, 2003.
6. Provides for a general effective date.
