SUBJECT:       Strike Everything Amendment to S.B. 1274

                                                                                                                                                           

           

 

Purpose

 

Requires the School Facilities Board to address Head Start, preschool and full-day kindergarten programs in the minimum school facility adequacy guidelines.  Requires the School Facilities Board to correct any square footage deficiencies reported by school districts for Head Start, preschool and full-day kindergarten programs by December 31, 2005.

 

Background:

 

The School Facilities Board is required to adopt rules establishing minimum school facility adequacy guidelines to ensure that adequate school facilities are built and maintained in schools to meet the state’s academic requirements.  Current law requires the School Facilities Board to address the following in the development of minimum school facility adequacy guidelines:  school sites, classrooms, libraries, media centers, cafeterias, auditoriums, technology, transportation, and other facilities used for academic or program purposes.  This strike-everything amendment requires programs such as Head Start, preschool and full-day kindergarten to be added to this list.

 

Arizona law requires the School Facilities Board to award monies directly to school districts for the correction of school deficiencies by June 30, 2001.  The School Facilities Board is charged with ensuring that school districts take measures to correct school deficiencies by June 30, 2003. This strike-everything amendment additionally addresses deficiency corrections by requiring school districts to report if the school district believes it has square footage deficiencies for Head Start, preschool or full-day kindergarten programs, and requires the School Facilities Board to correct these reported deficiencies by 2005. 

 

The School Facilities Board is required to correct school deficiencies using monies from the deficiencies correction fund.  This strike-everything amendment allows the School Facilities Board to use monies from the new school facilities fund to correct square footage deficiencies for Head Start, preschool or full-day kindergarten programs reported by school districts, if necessary.

 

Any fiscal impact to the state general fund associated with this strike-everything amendment is unknown at this time.

 

 


Provisions

 

1.      Requires the School Facilities Board to address Head Start, preschool and full-day kindergarten programs in the minimum school facility adequacy guidelines.

 

2.      Requires school districts to submit a summary notice to the School Facilities Board by March 1, 2002 if the school district believes it has square footage deficiencies for programs such as Head Start, preschool or full-day kindergarten.  Specifies the summary notice form is prescribed by the School Facilities Board. 

 

3.      Requires the School Facilities Board to correct any square footage deficiencies reported by school districts for Head Start, preschool or full-day kindergarten programs by December 31, 2005, notwithstanding other laws relating to the deficiency correction fund. 

 

4.      Allows the School Facilities Board to use monies from the new school facilities fund to pay for reported school district square footage deficiencies for Head Start, preschool or full-day kindergarten programs, if necessary. 

 

5.      Provides for a general effective date.
