Purpose

 

Requires the teacher performance-based compensation increases or teacher base salary increases established by the classroom site fund to supplement and not supplant teacher compensation monies from any other sources.

 

Background

 

Legislation adopted in 2000 and Proposition 301 approved by the general electorate in November of 2000 set forth a six-tenths of a percent sales tax increase for purposes relating to new accountability measures and additional funds for school districts, charter schools, community colleges and universities (Laws 2000, 44th Legislature, Fifth Special Session, Chapter 1). 

 

This legislation established a classroom site fund for teacher salary increases and maintenance and operation purposes. Monies from the classroom site fund are to be allocated in the following order:  (1) 40 percent for teacher compensation increases based on performance and employment related expenses, (2) 20 percent for teacher base salary increases and employment related expenses, and (3) 40 percent for maintenance and operations purposes. 

 

S.B. 1263 clarifies that the teacher performance pay compensation increases or base salary increases directed in Proposition 301 be provided in addition to any other compensation increases that may be proposed from other sources. The legislation prohibits Proposition 301 teacher compensation increases from being used to supplant teacher compensation monies from other sources. 

 

There is no fiscal impact to the state general fund associated with this bill.

 

Provisions

 

1.      Requires the teacher performance-based compensation increases or teacher base salary increases established by the classroom site fund to supplement teacher compensation monies from any other sources. 

 

2.      Prohibits the teacher perfomance-based compensation increases or teacher base salary increases established by the classroom site fund from supplanting teacher compensation monies from any other sources.

 


3.      Provides for a general effective date.  

 

Amendments Adopted by Committee

 

Clarifies the pay increase described apply to performance-based teacher compensation increases or teacher base salary increases.
