FACT SHEET FOR S.B. 1192

 

appropriation; substance abuse services

 

Purpose

 

Appropriates $300, 000 from the temporary assistance for needy families (TANF) block grant in each of FY 2001-2002 and 2002-2003 to the Department of Economic Security (DES) for perinatal substance abuse treatment.

 

Background

 

Laws 1996, Chapter 52 established the Implementation Oversight Committee on Perinatal Substance Abuse to assist in the coordination and implementation of the recommendations of the Advisory Council on Perinatal Substance Abuse.  The recommendations included publishing a guide to perinatal services, facilitating co-location services, expanding and improving perinatal services and establishing a judicial diversion program for substance abusing pregnant women.  The Oversight Committee has identified a proposed model to integrate and coordinate medical/obstetrical, substance abuse and case management services for pregnant and parenting substance abusing women to improve birth outcomes, ensure substance abusing women have access to comprehensive health care, reduce duplication of case management, improve efficiency in the service delivery system and develop service models based on the individualized needs of substance abusing pregnant and parenting women.

 

Laws 1998, Chapter 176 allocated $83,000 from the health care fund, which consists of tobacco tax medically needy account allocations, to the Department of Health Services (DHS) annually through 2002 to facilitate the implementation of the integrated services model, requiring DHS, the Arizona Health Care Cost Containment System (AHCCCS) and the Governor’s Office of Community and Family Programs to collaboratively implement the model.

 

Additionally, Laws 2000, Chapter 393 appropriated $200,000 in TANF funding in FY 2000-2001 to DES for perinatal substance abuse programs.  These monies, transferred to DHS, were directed to the El Rio Center in Tucson to pay for additional nonmedical substance abuse treatment.

 

S.B. 1192 appropriates an additional $300,000 in each of FY 2001-2002 and FY 2002-2003 from the TANF block grant to DES for perinatal substance abuse treatment.

 


Provisions

 

1.      Appropriates $300, 000 from the TANF block grant in each of FY 2001-2002 and 2002-2003 to DES for perinatal substance abuse treatment. Exempts the appropriation from lapsing.

 

2.      Provides for a general effective date.
