appropriations; silver haired legislature

 

Purpose

 

Appropriates monies from the state general fund for distribution to the Arizona Silver Haired Legislature (ASHL).  As amended by the Appropriations Committee and Government Committee, the amounts and fiscal years of the appropriation vary.

 

Background

 

The State of Missouri, in 1973, was the first state to establish a Silver Haired Legislature.  Since then, 28 states have followed suit.  While the ASHL is not statutorily established, two sessions of the ASHL have occurred with the permission of legislative leaders: the inaugural session on October 18-20, 1999 and a second session on October 2-4, 2000 held in the House of Representatives.

 

Under the Senate Appropriations Committee amendment, this legislation appropriates $30,000 in FY 2002-2003 from the state general fund to Legislative Council for distribution to ASHL.  Under the Senate Government Committee amendment, this legislation appropriates $30,000 in FY 2002-2003 and $60,000 in FY 2003-2004 from the state general fund to the Advisory Council on Aging for distribution to the ASHL. 

 

Provisions

 

1.      Appropriates $30,000 in FY 2002-2003 from the state general fund for distribution to ASHL at a rate not to exceed $1,000 per legislative district.  As amended by the Government Committee, an additional $60,000 is appropriated in FY 2003-2004 at a rate not to exceed $2,000 per district.  (The Government Committee appropriates monies to the Advisory Council on Aging and the Appropriations Committee appropriates the monies to Legislative Council.)

 

2.      Requires the appropriated monies to be used to help offset the transportation costs of the ASHL representatives traveling from various parts of Arizona to the ASHL sessions in Phoenix and to help offset hotel and eating expenses while performing ASHL business.

 

3.      Requires costs to be documented and monies to be disbursed in accordance with statutory reimbursement guidelines.

 

4.      Requires distributions to be reported to the Legislature by ASHL on July 1, 2003 and July 1, 2004.

 

5.      Provides for a general effective date.

 

Amendments Adopted by the Appropriations Committee

 

1.      Removes the FY 2003-2004 appropriation.

 

2.      Appropriates monies to Legislative Council instead of the State Senate.

 

3.      Requires the Director of Legislative Council to disburse monies in accordance with statutes regulating reimbursement of expenses for state officers and employees.

 

4.      Modifies the distribution rate.

 

5.      Requires transportation costs to be documented.

 

6.      Lapses the appropriation.

 

Amendments Adopted by the Government Committee

 

1.      Appropriates money to the Advisory Council on Aging, instead of the State Senate.  Requires the Council to report to the Legislature on distributions to ASHL on July 1, 2003 and July 1, 2004.

 

2.      Requires costs to be documented and stipulates that distribution will occur at a rate not to exceed $1,000 per district.

 

3.      Lapses the appropriation.
