Purpose
Appropriates $30,000 in FY
2002-2003 and $60,000 in FY 2003-2004 from the state general fund to the
Arizona Senate for distribution to the Arizona Silver Haired Legislature
(ASHL).
Background
The State of Missouri, in
1973, was the first state to establish a Silver Haired Legislature. Since then, 28 states have followed
suit. While the ASHL is not statutorily
established, two sessions of the ASHL have occurred with the permission of
legislative leaders: the inaugural session on October 18-20, 1999 and a second
session on October 2-4, 2000 held in the House of Representatives.
This legislation appropriates
$30,000 in FY 2002-2003 and $60,000 in FY 2003-2004 from the state general fund
to the Arizona Senate for distribution to the ASHL.
Provisions
1. Appropriates $30,000 in FY 2002-2003 from the state general fund to the Arizona Senate for distribution to the ASHL at the rate of $1,000 per legislative district.
2. Appropriates $60,000 in FY 2003-2004 from the state general fund to the Arizona Senate for distribution to the ASHL at the rate of $2,000 per legislative district.
3. Exempts the appropriations from lapsing.
4. Requires the appropriated monies to be used to help offset the transportation costs of the ASHL representatives traveling from various parts of Arizona to the ASHL sessions in Phoenix and to help offset hotel and eating expenses while performing ASHL business.
5. Provides for a general effective date.
