juvenile beds
Appropriates $1,000,000 from the state general fund to the county jail juvenile improvement fund in FY 2001-2002 for use by the Arizona Criminal Justice Commission (ACJC) for the construction of new juvenile beds in county jails.
According to the Arizona
Association of Counties, juveniles who have been remanded to the custody of the
county sheriff present a special challenge for jail facilities. U.S. Department of Justice guidelines
require minors to be separated from the adult jail populations; but because
these minors are being tried as adults, the counties segregate them from the
juvenile and adult detention population.
This creates increased demand for housing, recreation and program
facilities.
Laws
1997, Chapter 220 established the county jail juvenile improvement fund and
appropriated $1 million to the fund from the state general fund in FY
1997-1998. The purpose of the fund is
to provide funding for the construction and/or remodeling of new juvenile beds
in county jail facilities.
In
addition to the FY 1997-1998 $1,000,000 appropriation, the Legislature has
appropriated the following amounts from the state general fund to the
improvement fund:

Additionally, the Legislature approved $750,000 for
FY 2001-2002 and FY 2002-2003, but these amounts were vetoed by the
Governor. To date, a total of $4.6 million has been allocated from the
state general fund to the county jail juvenile improvement fund.
S.B.
1164 makes a $1,000,000 appropriation from the state general fund to ACJC to
construct new juvenile beds in county jails.
1. Appropriates $1,000,000 from the state general fund in FY 2001-2002 to be used by the Arizona Criminal Justice Commission to construct new juvenile beds.
2. Provides for a general effective date.
