Purpose
Exempts future Arizona
Correctional Industries (ACI) employees from the state personnel system. Expands the authorized uses of the ACI
revolving fund from in-state travel to travel in general.
Background
ACI is authorized to
purchase raw materials, components and supplies for use in manufacturing
products for sale or for providing services.
In addition, ACI is authorized to support its retail operations by
selling items to the public that are produced by inmates. The Arizona Department of Corrections (ADC)
seeks greater flexibility in managing ACI personnel through an exemption to the
state personnel system.
The Director of ADC is
authorized to establish an ACI revolving fund to pay for a variety of
expenses. Presently, in-state travel is
authorized. According to ADC, ACI
currently seeks assistance with out-of-state travel from alternative sources. ADC reports the present balance of the ACI
revolving fund at approximately $7,000,000.
The fiscal impact of this
legislation is unknown.
Provisions
1. Exempts ACI program employees from the state personnel system. Grandfathers individuals who are ACI employees on the general effective date of this legislation into the state personnel system.
2. Expands the uses of the ACI revolving fund from in-state travel to travel in general.
3. Makes technical changes.
4. Provides for a general effective date.
