FACT SHEET FOR S.B. 1052

 

appropriation; titan ballistic missile museum

 

Purpose

 

           Appropriates $100,000 in each of FYs 2001-2002 and 2002-2003 from the state general fund to the Department of Commerce (DOC) for the construction of an education and visitor’s center and archival storage at the National Historic Landmark Titan Inter-Continental Ballistic Missile Museum (Museum).

 

Background

 

            The Museum, located south of Tucson in Sahaurita, is the only intact Titan II Missile site remaining following the missile program’s phase-out in the 1980s.  Pima County currently owns the site and leases Museum operations to the Arizona Aerospace Foundation (Foundation).

 

The Museum attracts approximately 50,000 visitors each year.  To increase visitation and attract additional tourists to the area, the Museum is seeking to replace the existing temporary structures that comprise its visitor’s center with a permanent 8,281 square foot visitor’s and education center.  The proposal also includes an exhibit gallery, archival storage, a library and parking.

 

            The total projected cost to build the new center is approximately $1.1 million.  The Foundation has raised over $600,000 in the form of cash and future pledges.  S.B. 1052 appropriates $100,000 in each of  FYs 2001-2002 and 2002-2003 from the state general fund to DOC to match monies the Foundation has raised for the construction of an education and visitor’s center and archival storage at the Museum.

 

            In her veto message, the Governor stated that the bill was vetoed in light of the State's current budget shortfall.

 

Provisions

 

1.      Appropriates $100,000 in each of FYs 2001-2002 and 2002-2003 from the state general fund to DOC to match monies on a dollar-for-dollar basis the Foundation has raised for the construction of an education and visitor’s center and archival storage at the Museum.

 

2.      Stipulates the appropriations are non-lapsing and any unexpended and unencumbered monies on June 30, 2005 revert to the state general fund.

 

3.      Provides for a general effective date.

Specifies the appropriated monies are for construction costs of the Museum.

1.      Incorporates the Commerce Committee amendment.

 

2.      Reduces the appropriation to $400,000 to be spread over FYs 2001-2002 and 2003-2003.

 

3.      Requires the monies to be released on a dollar-for-dollar basis .

 

4.      Authorizes on June 30, 2005 the reversion of any unexpended monies that were exempted from lapsing.

      Reduces the appropriation in each of the fiscal years from $200,000 to $100,000.
