ARIZONA STATE SENATE
Phoenix, Arizona
An
emergency act that gives the Department of Economic Security (DES) authority to
sell the design, development and installation of support collection technology
systems and provide related technical assistance to other states.
Current law prohibits a state agency, with
certain exceptions, from the sale of technology. There is also a restriction on
any activity that competes with private enterprise.
The support collection technology developed and currently used by
DES Division of Child Support Enforcement was one of the first systems in the
nation to successfully pass Level I and II federal certification review. There
has been interest by other states in this technology.
The fiscal impact is an
undetermined financial gain with 25 percent going to the public assistance
collections fund and the remaining 75 percent placed in the state general fund.
1. Allows DES to sell support collection technology and related technical assistance to other states.
2. Requires DES to transmit monies received for technology sales to the State Treasurer.
3. Requires the State Treasurer to deposit 25 percent into the public assistance collection fund and 75 percent into the state general fund.
4. Allows DES to administer the public assistance collection fund.
5. Makes technical and conforming changes.
6. Contains an emergency clause.
