Continues the Developmental Disabilities Advisory
Council until July 1, 2011.
The Developmental Disabilities
Advisory Council (Council) was originally established in 1976 to review and
make recommendations to the Division of Developmental Disabilities (DDD) in the
Department of Economic Security (DES) regarding matters including:

Integration
and coordination of developmentally disabled services provided by state and
private entities
·
The
health, safety, welfare and legal rights of persons with developmental
disabilities
·
Oversee
and approve expenditures from DD Client Services Trust Fund
·
Issues
regarding the sale or lease of real property and improvements on property
formerly used by DES for the Arizona Training Program in Phoenix
·
Implementation
of a state plan
·
DES-DDD
policies, programs and annual budget
·
Assessment
of DDD annual needs
·
Selection
of DES-DDD Assistant Director
The Council is comprised of
12 members: ten voting members appointed by the Governor representing DD
individuals, private sector agencies that provide DD services and DD advocacy
organizations; the Director of the Arizona Health Care Cost Containment System
(AHCCCS) Administration (nonvoting member) and the Assistant Director of
DES-DDD (nonvoting member).
Since the Committee of
Reference (COR) was unable to attain a quorum, five members of the COR voted by
consensus to continue the Council for ten years. The Council does not receive a budget and there is no fiscal
impact associated with this bill.
1. Extends the termination date of the Council from July 1, 2001 to July 1, 2011.
2. Extends the repeal of statutes relating to the Council from January 1, 2011 to January 1, 2012.
3. Provides a legislative purpose section.
4. Contains a retroactive date of July 1, 2001 for the extension of the termination date of the Council and the repeal of related statutes.
