SUBJECT:       Strike Everything Amendment to S.R. 1001

 

                                                                                                                                                           

           

Purpose

 

            Disapproves all of the Governor’s salary recommendations for elective officials.

 

Background

 

            The Commission on Salaries for Elective State Officers is required to conduct a biennial salary review and make recommendations to the Governor regarding salaries for elected state officers, justices, judges of courts of records and clerks of superior courts.  The Governor is then required to propose exact rates of pay in the next budget transmitted to the Legislature.  These recommendations are attached.  The salaries identified under “Executive Proposed Salary” will become effective unless the House of Representatives or Senate disapproves of the recommendations within 90 days of submittal by the Governor (Constitution of Arizona, article V, section 12 and A.R.S. 41-1904).

 

            The strike everything amendment to S.R. 1001 must be enacted by April 7, 2001 to become effective.  If the Senate does not enact this measure, the Joint Legislative Budget Committee estimates that the Governor-proposed salaries would have a negative fiscal impact to the state general fund of $630,300.

 

Provisions

 

1.      Disapproves the Governor’s salary recommendations for elected state officers.

 

2.      Becomes effective upon passage by the Senate.
