SB 1516 amends the frequency of programmatic evaluations of the Healthy Families Program and the Family Literacy Program, and requires the evaluation of the Health Start Program on a like schedule.  Additionally, the bill requires Legislative Council to develop outcome measures for the Early Childhood Education Program, and then conduct a programmatic evaluation of that program. 

 

History

Current statute requires that the Healthy Families Program and the Family Literacy Program be evaluated by the Auditor General on or before December 31 of each year.  Current statute also requires the Auditor General to conduct a programmatic evaluation of the State Block Grant for Early Education Program every three years.

 

Provisions

·                      Requires that a programmatic evaluation for the Healthy Family Program and Family Literacy Program be performed by the Auditor General on or before December 31, 2002, and then again each fifth year thereafter. 

·                      Requires that the Health Start Program also be evaluated by the Auditor General on the same schedule as the Healthy Families and Family Literacy Programs.

·                      Repeals the delayed repeal date of the Health Start Program, currently set for July 1, 2004.

·                      Requires Legislative Council to conduct the programmatic evaluation of the State Block Grant for Early Childhood Education Program.  Under current law, the Auditor General is responsible for such an evaluation.

·                      Requires that the staff of Legislative Council develop outcome measures to indicate the effectiveness of the Early Childhood Education Program, and requires the Department of Education to assist Legislative Council in collecting any information necessary to complete their evaluation.

·                      Makes technical and conforming changes.
