SB 1308 allows the Department of Health Services (DHS) to certify Emergency Medical Technicians (EMTs) who hold valid registrations with the National Registry prior to their completion of the state requirements.

History

Arizona splits its emergency medical services personnel into three categories, basic EMTs, intermediate level EMTs and paramedics.  There are approximately 10,000 basic level emergency medical technicians and 1,000 paramedics in this state. When a person applies to be an EMT in Arizona, that person must already be certified in the National Registry of EMTs and pass additional state requirements. National certification is a requirement for licensure in 41 states.

 

The National Registry contains over 180,000 EMTs and the National Certification includes an initial test and training, in addition to at least 36 hours of continuing education per year.   

 

Provisions

·                      Allows EMTs and Paramedics who are registered with the National Registry of Emergency Medical Technicians to be certified by DHS at the same corresponding level as their national certification, prior to the completion of statewide requirements.

·                      Requires any EMT or Paramedic certified based on their registration with the National Registry to complete the additional state requirements within six months of being certified by DHS.

SB 1308 was amended in the Health Committee as follows:
