SB 1301 extends the Medical Radiologic Technology Board of Examiners for five years.  The bill expands the Board’s regulatory authority and makes changes to fees.  Contains a Proposition 108 clause.

 

History

The Medical Radiologic Technology Board of Examiners (Board) is a division of the Radiation Regulatory Agency responsible for maintaining the health and safety of individuals against the harmful effects of excessive and improper exposure to medically applied ionizing radiation.  The Board establishes minimum standards for education and training of ionizing machine operators and approves schools of radiologic and practical technology. 

 

Provisions

·                      Adds an additional member to the Board who is a practicing nuclear medicine technologist with at least five years of experience and holds a certification.  The additional member increases the Board from ten to eleven members.

·                      Removes recognition of the Committee on Allied Health Accreditation and adds the Joint Review Committee on Education in Radiologic Technology for determining standards for approving a school of radiologic technology.

·                      Establishes a fee of ten dollars for a replacement certificate.  Increases the examination fee from sixty to seventy dollars.

·                      Allows the Board or Board chairman to designate a representative to approve or deny applications for certification.

·                      Changes the expiration for temporary certificates from ninety to thirty days.

·                      Allows the Board to adopt rules for the certification of practical technologists in bone density using bone densitometry machines.  Requires that the rules set forth the following:

1.      Minimum education and training qualifications for certification.

2.      Application and renewal fees

3.      Definitions

·                      Requires that nuclear medicine technologists must apply for certification with the Board as prescribed by rule.  The Board must establish minimum educational and training requirements.  Defines “nuclear medicine technologists”.

·                      Requires the Board to adopt rules for continuing education requirements as condition of renewal for the following certificates:

1.      Practical technologist in Podiatry, two hours every two years.

2.      Practical technologist in Radiology, six hours every two years.

3.      Practical technologist in Bone Densitometry, one hour every two years

4.      Unlimited practical technologist in radiology, twenty-four hours every two years.

   Allows the Board to set requirements for documenting continuing education requirements.

·                      Requires an applicant for renewal and a person certified by the American Registry of Radiologic Technologists to present evidence to the Board of having completed twenty-four hours of continuing education in radiologic technology within the proceeding two years.

·                      Establishes a termination date of the Board on July 1, 2006.

·                      Appropriates $23,665 from the state radiologic technologist certification fund in FY 2001-2002 and 2002-2003 to the Board to hire a full-time secretary.

·                      Contains a Proposition 108 clause.

SB 1301 was amended in the Committee of the Whole as follows:

·                      Removes new certifications and classifications for bone densitometry technologists and nuclear medicine technologists.

·                      Removes the new continuing education requirements for certifications.
