SB 1243 is an emergency measure which appropriates $10,914,900 in FY 2001-02 and $15,553,600 in FY 2002-03 from the highway user revenue fund (HURF) to the Department of Public Safety (DPS) to fund 58 new highway patrol officers in FY 2001-02, an additional 58 new highway patrol officers in FY 2002-03, associated overtime expenditures and new highway patrol vehicles.
Since 1972 the Department of Public Safety has received appropriated monies from the HURF and the state highway fund (SHF), with the remainder of the budget coming from the state's general fund. In 1993, DPS adopted the Police Allocation Model (PAM) as a means to determine minimum staffing levels. Using this model, DPS determined that 1.42 officers are needed (as a base minimum) to effectively patrol one mile of the Metro Phoenix Freeway system. By the end of 2001, an additional 27.3 miles of freeway will be open, and by the end of FY 2002-03, an additional 23 miles will be complete. According to the 1999 PAM report, DPS projected 161 officers as the minimum number able to effectively patrol Phoenix area highway systems. The actual number of officers was 124, a deficit of 23%. For FY 2002-03, PAM projects a minimum staffing requirement of 243 officers to adequately meet safety and enforcement needs. According to DPS, lack of funding to hire and train additional officers will result in a 49% deficit.
· Appropriates $4,622,600 and 58 FTEs in FY 2001-02 and $7,598,000 and 58 FTEs in FY 2002-03 to DPS from HURF for additional highway patrol personnel and operating expenditures for the personnel. The FY 2001-02 appropriation for this purpose is exempt from lapsing until June 30, 2003.
· Appropriates $850,100 in FY 2001-02 and $1,700,200 in FY 2002-03 to DPS from HURF for overtime expenditures for highway patrol officers.
· Appropriates $5,442,200 in FY 2001-02 and $6,255,400 in FY 2002-03 to DPS from HURF for replacement of highway patrol vehicles.

Exempts the appropriation from the cap of $10 million
on HURF monies that can be distributed to highway patrol annually.
