SB 1217 repeals the venture teams of the Arizona Department of Corrections (ADC), the Arizona Department of Economic Security (DES) and the Arizona Department of Transportation (ADOT).
Laws 1990, Chapter 344, requires ADC, DES and ADOT to establish one or more venture teams required to select work areas for review and consultation with senior management from each department. Each team must consist of at least ten members, with at least five members with private sector experience in executive positions and at least five members who presently serve as managers within the department. Private sector members are to be chosen by the governor and the department managers are to be appointed by the director. The directors of these departments are required to dedicate at least four department employees to provide staff support for the venture teams. Departments, subject to appropriation, may hire a private consulting service acceptable to the venture team whose staff is trained in management analysis and work measurement. The consulting service staff is responsible for the following:
1. Training the department’s in-house staff to conduct productivity studies of the work area selected by the venture team.
2. Providing technical guidance and support.
3. Reviewing the work associated with the studies.
4. Performing other services as requested by the director.
5. Submitting a report of the findings and recommendations regarding each study to the venture team.
Members of the venture teams are not eligible for compensation. However, the private sector members are eligible for reimbursement for expenses. Venture teams are required to periodically submit reports of their findings and recommendations to the agency director, the Governor and Legislature.
· Repeals the venture teams of ADC, DES and ADOT.
