SB 1196 establishes an interagency council on long-term care to help the state achieve a coordinated long-term care services delivery system.

 

History

During the informal meetings of the Long Term Care Task Force over the past two years, a recommendation was made to develop an interagency council at the cabinet level consisting of all agencies involved in long-term care.  The hope was that each of these agencies, currently operating as separate entities, might be able to improve their communication with one another, share resources and develop a plan for meeting the needs of long-term care patients in Arizona.

 

Provisions

·                      Establishes the interagency council on long-term care and designates the members of the council to be:

ú         The Director of the Department of Health Services (DHS) or a designee.

ú         The Director of the Department of Economic Security (DES) or a designee.

ú         The Director of the Arizona Health Care Cost Containment System (AHCCCS) or a designee.

ú         The Director of the Department of Commerce or a designee.

ú         The Director of the Department of Insurance (DOI) or a designee.

ú         The Executive Director of the Governor's advisory council on aging.

ú         The Chairperson of the Governor's council on developmental disabilities.

ú         The long-term care ombudsman.

ú         One member of an agency on aging in both a rural and an urban area.  These members are to be appointed by the Governor.

ú         Two members from both the House and Senate from different political parties.

·                      Allows the members to receive reimbursement for expenses related to their service on the interagency council on long-term care, but prohibits them from receiving compensation.

·                      Requires the council to meet at least four times per year, with at least one public meeting where people may voice their opinions on the progress of the council.

·                      Defines the basic ideas to be included in the long-term care delivery system created by the council to be:

ú         Ensuring the dignity of the consumer.

ú         Designing a program to meet individual needs.

ú         Providing services of the highest quality.

ú         Providing an opportunity for consumers to choose and have input in their services.

ú         Enhancing home and community based care.

ú         Providing affordable services.

ú         Coordinating between state and federal mandates.

·                      Requires the council to submit an annual report of its progress.

·                      Defines the purpose of the council to be helping this state to achieve a coordinated long-term care services delivery system.

 

SB 1196 passed the Health Committee unamended.
