SB 1186 appropriates $150,000 over the next two years from the state general fund to the Department of Health Services (DHS) for school-based programs that promote children’s physical activity.

 

Provisions

·                      Appropriates $75,000 from the state general fund to DHS in both FY 2001-2002 and FY 2002-2003 for the establishment and administration of a grant program that promotes children’s physical activities within the schools.

·                      Requires DHS to transfer up to four per cent of the monies to the Office of the Auditor General (OAG) to conduct an evaluation of the program.

·                      Stipulates DHS shall award the grants to the county health departments that administer the monies.

·                      Requires DHS to give preference to grant proposals that promote physical activity at least three days a week, allow all children to participate, and are for children in grades K-8. 

·                      Clarifies that grant monies are to supplement, not supplant current physical education program funding levels.

·                      Mandates county health departments receiving grants to submit program result assessments in a format prescribed by the OAG.

·                      Requires the OAG to evaluate the county assessments and report to the Governor and Legislature by December 1, 2003.

 

 

·                      Stipulates that the monies not be used to hire physical education teachers or administrators or be used to fund administrative expenses at the county or school district level.

·                      Exempts appropriated monies from lapsing of appropriations, except that monies remaining unexpended and unencumbered June 30, 2004 revert to the general fund.
